When a person has difficulty walking or seeing safely it is important to obtain a Handicap Placard that is hung on the rear view mirror inside of the car. Placards are assigned to individuals who qualify, not the vehicle. All states are reciprocal. So a placard issued in Florida can be used when traveling to other states.
You can obtain a Disabled Parking permit application from the State of Florida Division of motor vehicles website. Click here for the pdf application from their site. The form HSMV 83039 must be certified by an authorized practitioner or agency: licensed physician, osteopathic physician, podiatrist or chiropractor, optometrist, Division of Blind Services, Florida Department of Education or the Adjudication Office of the Veteran's Administration. This form explains provisions of law, application requirements, and renewal instructions.
Application forms may also be obtained from any local license plate (tag) agency. In Pinellas or Pasco County, Florida, you can obtain a list of locations with directions by calling The Senior Helpline at 1-800-96-ELDER, (1-800-963-5337). For inquiries from outside of the area call 727-217-8111.
There is no charge for a Permanent Parking Placard and a $15 fee for a Temporary Parking Placard.
There is no need to add unnecessary risk for elderly and disabled individuals who need assistance maneuvering a parking lot and getting from the car to the store, doctor's office, or wherever they need to be.
