When a person has difficulty walking or seeing safely it is important to obtain a Handicap Placard that is hung on the rear view mirror inside of the car. Placards are assigned to individuals who qualify, not the vehicle. All states are reciprocal. So a placard issued in Florida can be used when traveling to other states.

The form HSMV 83039 must be certified by an authorized practitioner or agency: licensed physician, osteopathic physician, podiatrist or chiropractor, optometrist, Division of Blind Services, Florida Department of Education or the Adjudication Office of the Veteran's Administration. There is no charge for a Permanent Parking Placard and a $15 fee for a Temporary Parking Placard.
